# Bathroom Tile Renovation Permits in Ontario: What to Check Before Work Starts

Use this checklist before ordering tile or assigning trade dates. It separates municipal building approval, electrical notification, condominium rules and the tile installation scope.

## The short answer

A page titled “bathroom renovation” does not decide whether approval is needed. The complete work does. Ontario says municipal building departments generally enforce the Building Code and issue building permits. Ask the municipality for the project address before work starts when the scope includes plumbing, structure, room use or another regulated change.

Electrical notification is separate. ESA says almost all electrical work must be reported, and its in-floor-heating notice says heating cables or pads require notification and inspection before they are covered.

## Start with the scope, not the finish

Tile may be the visible finish, but the work behind it can cross several responsibilities. Write down everything planned before asking whether a permit or inspection applies.

## Five checks before work starts

### 1. Ask the municipal building department

Ontario's permit guide says building-permit applications go to the municipality, and municipal staff can explain the drawings, plans and other approvals needed. Describe the whole project rather than asking only whether “tile needs a permit.” Keep the written response with the project records where possible.

### 2. Identify plumbing and structural changes

A relocated drain, changed fixture, recessed floor, altered joist, removed wall or new opening is not merely a finish selection. Name the responsible trade and ask the municipality how the exact change is treated before the tile assembly hides it.

### 3. Coordinate electric floor warming before covering

ESA's floor-heating notice says notification and inspection are required before heating cables or pads are covered. The same notice says branch circuit wiring must be completed by a Licensed Electrical Contractor, while coordination among the people installing the cable, sensor, thermostat and tile is essential. Put the notification holder, inspection timing, test records and connections in writing.

### 4. Separate condominium rules from government approval

A condominium board or property manager may control access, noise, elevators, debris, waterproofing documentation or trade records. Their approval does not replace a municipal permit or ESA process, and a government approval does not replace the building's rules.

### 5. Preserve inspection and product records

Do not cover work that is waiting for an inspection. Keep the accepted scope, drawings, product data, municipal correspondence, electrical notification and inspection records, photos of concealed conditions, and any manufacturer-required test results with the project file.

## What to send with an estimate request

A complete first message reduces guesswork and makes the responsibilities easier to separate.

        - Project address and property type, including condominium details

        - Clear photos of the room, floor, walls, doorway, fixtures and access route

        - Room measurements, tile dimensions, pattern and product information

        - Every planned plumbing, electrical, framing, heating, glass or fixture change

        - Any municipal, condominium, designer, engineer or trade documents already received

## Municipal building-resource lookup

Use the project address to choose the authority. Place names can cross municipal boundaries; Thornhill, for example, spans Vaughan and Markham. These links were checked as part of the 24 August 2026 research pass, but the municipality's current answer for the actual scope remains decisive.

## Frequently asked questions

Does replacing bathroom tile always need a building permit in Ontario?
There is no safe province-wide yes-or-no answer for an incomplete scope. The municipal building department decides how the work at the project address is treated. Ask before work starts when plumbing, structure, room use or another regulated system changes.

Is an electrical notification the same as a building permit?
No. Electrical Safety Authority guidance treats electrical notification and inspection as a separate process. A municipal building permit does not replace the electrical requirements.

Does electric floor warming need ESA inspection before tile covers it?
ESA's in-floor-heating notice says a notification of work is required and inspection must be completed before heating cables or pads are covered. Confirm the current process and responsible notification holder for the specific project.

Who should confirm whether a bathroom project needs approval?
Start with the municipal building department for the project address. Coordinate electrical requirements with ESA and the responsible Licensed Electrical Contractor, and ask the condominium or property manager about separate building rules where applicable.
